There are signs that the Albanian economy is returning to pre-pandemic levels. The country suffered a 3.3 percent decline in annual GDP in 2020, according to the World Bank, but government statistics point to a solid recovery in 2021. It is hoped that public and private sector investment in key sectors such as renewable energy, transport infrastructure and tourism will remain strong as the economy opens up. Since most Albanian lawyers are generalists, they can adapt their practices to the whims of the market and the demands of their clients in a way that larger, more specialized law firms in other jurisdictions cannot. This has protected them from the worst effects of the recession, although most report significant pressure on fees. The top-rated firms include several highly-rated independent law firms, including Boga & Associates, Hoxha, Memi & Hoxha, KALO & ASSOCIATES and Frost & Fire Consulting, while international firms such as CMS and Wolf Theiss also have a strong history in the legal market. Many of the experienced lawyers in these firms have experience in international law firms and meet the standards expected by international clients. The Environment and International Law Practice Group assists the Bank`s internal and external clients in promoting environmentally and socially sustainable development, in accordance with the Bank`s policies and relevant international laws. LEGEN`s work program includes legal advice and services to regions, global practices and other Vice-Presidents of the Bank on operational aspects of environmental and international law in Bank-financed projects, including those on environmental and social protection measures; knowledge creation and exchange; and the development of policies and procedures relating to environmental and international law. Environmental issues include environmental and raw material issues such as climate change, biodiversity, pollution, international management of water and water resources, as well as social issues such as resettlement and indigenous peoples. The Legal Vice-Presidency assists in the design of operations, the drafting and negotiation of legal arrangements for these operations, assists them in the processing of their approval by the Board of Directors and facilitates the response to changing circumstances during the conduct of operations. (6) During the period under review, 33 children received emergency assistance in the form of shelter, psychological counselling, food, clothing and medical care. (7) In 2021, Albania made moderate progress in its efforts to eradicate the worst forms of child labour. The Government has established the Ministry of State for Youth and Children, which will play a central role in the development of programmes to promote the well-being of children in Albania. In addition, the Government had adopted both the new National Programme for the Rights of the Child and the National Education Strategy. However, children in Albania are exposed to the worst forms of child labour, including use in illegal activities and forced begging, as well as in commercial sexual exploitation, sometimes as a result of human trafficking. Children also perform dangerous tasks in mining, including chromium. The Albanian legal framework for child labour does not explicitly prohibit the use, purchase or offering of children for illegal activities. In addition, the Albanian Labour Inspectorate does not receive sufficient resources to allow inspections in all sectors where child labour is known. During the reporting period, legal and child protection professionals, in co-operation with the Council of Europe, UNHCR and the European Asylum Support Office, participated in a course to support refugee and migrant children in the Western Balkans. (50) Within the framework of the World Bank`s overall development programme, the Vice-Presidency provides the legal services requested by the World Bank and plays an active role in all the activities of the World Bank. In addition, the Vice-Presidency helps to ensure that all Activities of the World Bank are in accordance with the Institution`s Statutes, Policies and Procedures. At the organizational level, the Legal Vice Presidency includes geographically anchored regional operational practice groups dedicated to the legal and policy aspects of World Bank lending, as well as corporate practice groups that advise the World Bank on corporate, administrative and institutional financing issues.
Albani Legal is based in Hamad Town, Bahrain and provides a variety of legal services to individuals and businesses. LEGIA is responsible for managing the Bank`s external litigation in the United States and around the world, thus ensuring the protection of the Bank`s privileges and immunities. LEGIA also represents the management of the banking group in internal labour disputes by preparing written pleadings and, where appropriate, participating in oral proceedings, which may include both the hearing of legal issues and the evidentiary procedure with the examination of witnesses. Aims to protect and promote the rights of the child by supporting the physical and psychosocial development and social inclusion of children. (7,47) The objectives include improving children`s access to services and improving legal and institutional mechanisms for the protection of children. Objectives include the promotion, respect and protection of children`s rights through governance; the elimination of all forms of violence against children; and the creation of child-friendly systems and services in the areas of education, justice, health and social protection. (7,47) LEGSG, in coordination with colleagues in the Financial Solutions Division as well as world Bank regional and global staff and Ministry of Finance staff, provides specialized expertise in the areas of project finance, structured finance, credit enhancement and public-private financing arrangements for World Bank operations. LEGSG members are active at all stages of the project cycle: from upstream design, design and structuring to approval by the World Bank Board of Directors, review, preparation and negotiation of legal documents (regular interaction with leading international law firms acting on behalf of private sector sponsors and lenders) to financial close and afterlife. In addition, legsG advises World Bank departments and staff on matters related to their areas of activity. The Vice-Presidency advises on a wide range of public and private legal challenges faced by the Bank`s client countries, such as environmental and international law, judicial reform, operational/information policy and private sector development.
He advises the Executive Board of the Banking Group on ethical and labour law issues, including compliance with the Staff Regulations and the principles of staff employment and alternative dispute resolution mechanisms. LEGIA advises the Board of Directors on personnel and administrative matters, in particular through the Staff Committee and the Governance and Administrative Affairs Committee. LEGIA provides legal advice on a variety of issues throughout the bank and, with respect to certain issues, ifc, amgiga and ICSID. In addition, LEGIA advises the Banking Group`s Corporate Procurement department on procurement issues. He advises the Department of General Services on real estate and other matters. She advises the bank`s publishing office as well as other banking units on a variety of intellectual property issues, including trademark counterfeiting, trademark registration and copyright, and emerging social media issues. He also advises the Vice-President of the Human Resources Bank on the formulation of employment, compensation and benefits policies and the application of these measures to specific cases. The Corporate Finance Practice Group provides legal advice and services to the World Bank`s financial units, including the Chief Financial Officer and the following sub-chairs: Treasury, Chief Risk Officer, Finance and Accounting, and Development Finance. The World Bank`s work program in South Asia comprises eight different countries, grouped into five country management units: Afghanistan; Bangladesh, Bhutan and Nepal; India; Pakistan; and Sri Lanka and Maldives. The legal support strategy for South Asia is characterized by both the real-time presence of lawyers on the ground and the support of lawyers, legal analysts and other staff in Washington, DC.
