At a recent City Council hearing, legal aid officials highlighted the wage gaps and asked council chairs — who proposed providing an additional $15 million to city-funded legal aid agencies in the 2019-2020 budget to close the wage gap — to increase the increase to $50 million.

Other sources of legal aid funding include private foundations and donations, government funding, often through state legal foundations, contracts and grants from federal, state, and local agencies, and scholarships. Legal aid societies employ lawyers who want to help people who cannot afford private lawyers. Unlike a public defender, a lawyer does not handle criminal cases. Legal aid lawyers represent elderly and low-income clients in civil matters. Civil matters involve landlord-tenant matters, bankruptcy, custody, divorces and other civil law matters.
